and i also, anderson, don't think it's just about benghazi. that was an issue, of course. but in this case there are a number of senators on both sides of the aisle who believe that the united states has some tough work ahead in international relations. you know, someone has got to go and negotiate with the iranians to make sure we don't get into a conflict over there. and someone with the kind of toughness and authority of a jim baker. and frankly there was a sense about susan rice that even though she is very talented and i think she did a generous thing today by withdrawing, she really was loyal to her president by doing that. but there was also a sense that she didn't have the weight, she didn't have the background that senator kerry does. he is extremely schooled and knows the rough parts of the world. and there was a sense in the senate, you know, that people there would just be more comfortable with him representing the united states. >> david, what do you think this says about president obama himself? it certainly seemed line, especially in the last month or so, th

up to capitol hill trying to defend herself against her role immediately following what happened in benghazi and trying to explain that on behalf of the administration. when she went up to capitol hill to meet with lawmakers the visits backfired. they raised a lot of questions and she was there to try to answer them and try to assuage concerns, that was true with senator susan hollins of maine, a republican but a moderate and that was seen as very troubling in all of this process. some critic also say, don, that without the nomination, she was left twisting in the wind but there's also this sense that president obama has a whole lot on his plate. he's obviously involved in this fight over the striking a deal on the fiscal cliff, and then going into next year, a lot of goals obviously to follow on that entitlement reform, spending cuts, tax reform and don't forget immigration reform is also a priority, so i think there was a sense that do you really spend all of this political capital on this fight when there's so many other things to do. >> and so she referenced that as well in her letter th
